Cuenca Cantonal Council to Debate Ordinance on "Vigilantes Seguros" Activity

The Cuenca Cantonal Council is scheduled to hold its first debate on an ordinance concerning "vigilantes seguros" on September 24, 2026. This proposed regulation seeks to prohibit and apply sanctions to individuals performing this activity, which has been a topic of discussion for the past two years.

Councilwoman Jenny Bermeo, who presides over the Security Commission, highlighted that the ordinance is a direct response to numerous citizen complaints. These complaints often involve drivers being asked for payments by "vigilantes seguros," even in areas where official parking fees are already in place.

According to a census conducted by the Municipality in February 2025, more than 400 individuals were identified as performing the role of "vigilantes seguros" across Cuenca. It is important to note that while some of these individuals may have received training, this training does not grant them official authorization to operate on the streets.

The proposed ordinance outlines economic sanctions for infractions. These penalties would range from 10% to 50% of the unified basic salary. In 2026, this translates to approximately $48.20 to $241, with the specific amount depending on the severity of the violation. This move by the Cantonal Council aims to regulate an activity that has generated concerns within the community regarding unauthorized charges and public order.
