Cuenca Sets Opening Targets for Baños and Ricaurte Hospitals

Cuenca has set opening targets for two rural municipal hospitals that could expand healthcare access outside the city center.

The municipal hospital in Baños is targeted to open at the end of August. The hospital in Ricaurte is targeted to open in November. They are two of the three health facilities built in the rural area of the Cuenca canton.

Baños is closest to opening

The Baños hospital has received its operating permit from ACESS, Ecuador’s Agency for the Assurance of the Quality of Health Services and Prepaid Medicine, after an inspection of the requirements for public service.

The report says the official inauguration date will be set by the Municipality, but the operating target is the end of August. Staff who have already been selected are completing induction at the municipal hospitals in Patamarca and El Valle before beginning their work in Baños.

The facility is planned with 31 medical specialties and a staff of 83 workers, including doctors, nursing staff, administrators, and support personnel.

Access is part of the opening plan. The parish government says it is working on the roads leading to the hospital. It also says it may ask the Mobility Management Directorate to increase the frequency of urban bus line 27, which reaches the hospital.

Ricaurte is still in the finishing stage

The Ricaurte hospital is reported to be more than 80% complete. Current work includes ducting, medical-oxygen networks, electrical systems, elevators, and other finishing work.

The Municipality’s goal is to inaugurate the facility no later than November. Before that happens, it plans to request the ACESS technical inspection after construction and equipment work are complete.

Ricaurte is also planned with 31 medical specialties and 83 workers. The Municipality expects to conduct the staff selection and hiring process in September.

The report also notes that work is continuing on the main access routes and parking area around the Ricaurte facility.

The wider municipal-health picture

The third facility, the municipal hospital in El Valle, has been operating for seven months since opening in February. During that period, it provided more than 25,000 patient visits.

During July, emergency visits at El Valle exceeded those recorded at the Patamarca municipal hospital. The report quotes the hospital director as saying El Valle treated more than 600 emergency patients, compared with more than 400 at Patamarca.

Those figures do not predict how many patients the Baños or Ricaurte hospitals will receive. They do show why opening dates and staffing plans matter: rural facilities can serve residents beyond the parish where they are located.

What this means for residents

The important dates are targets, not confirmed daily operating schedules. Residents should not assume that every specialty or service will be available on opening day. The sensible move is to confirm the hospital’s services, appointment process, and transport options once each facility is officially operating.

Still, the direction is useful. A functioning Baños hospital could reduce the need for some residents to travel into central Cuenca, while Ricaurte’s planned November opening would add another rural access point later in the year.
