Cuenca Is Installing 401 Security Cameras Across the City

Cuenca is expanding its city video-monitoring system with 401 surveillance cameras.
The Consejo de Seguridad Ciudadana, usually shortened locally to CSC, is installing the cameras to replace equipment that reached the end of its useful life and to expand monitoring in different parts of the city.
What Is Being Installed
Each new video-surveillance point includes:
- A high-mobility PTZ camera
- Two fixed cameras
- An emergency button
- A public-address speaker system
Higher-capacity cameras have also been placed outside university campuses and in areas identified as more critical for criminal incidents.
More Cameras Are Coming
The city is also working on 71 ANPR cameras for entrances and exits to Cuenca. ANPR cameras automatically read vehicle license plates, so this part of the system is aimed more at movement tracking and vehicle-related investigations.
Another procurement process is open for 220 additional cameras for the Centro Historico and different tourist sites. That award is expected in the first days of July.
The municipal plan also includes video-surveillance systems at 28 priority points raised during parish assemblies.
What This Means For Expats
This does not magically make every neighborhood safe. Cameras help most when they are monitored, maintained, and paired with quick response.
Still, for people living in El Centro, near campuses, or in tourist-heavy areas, this is worth watching. The city is clearly trying to make public monitoring more visible and more technically useful, especially around entrances, exits, and high-traffic zones.
