Cuenca Universities Shift Classes Because Buses Stop at 7 PM

The bus dispute is no longer just a transport story. It is now changing how Cuenca universities run classes.
Urban buses have been suspending frequencies from 19:00 since the night of Monday, June 8, 2026, and universities are adjusting schedules because students cannot reliably get home after evening classes.
Which Universities Changed Plans
The University of Cuenca told each faculty to evaluate whether afternoon activities should remain in person. If needed, activities can move online from 15:00 onward to give students flexibility with travel time.
The Universidad Politecnica Salesiana will keep in-person activities until 18:00. Night-shift students will move to virtual activities, with teachers responsible for setting up online access.
The Universidad Nacional de Educacion in Azogues will hold in-person classes until 17:00 while the current mobility conditions remain in effect.
Why Students Are Pushing Back
Student leaders say the cutoff hits people who depend on buses for classes, internships and work.
FEUE Cuenca president Nohelia Ochoa said 80% of University of Cuenca students use urban transport to get to their homes, internships or jobs.
She also said some students have academic activities until 21:00 or 22:00, now outside regular bus coverage.
Possible Sanctions
EMOV manager Lenin Guzman said the city gathered evidence on the first night of the cutoff and warned that sanctions could follow if the reduction continues.
He said sanctions can include fines of up to eight unified basic salaries, and repeated cases could lead to the withdrawal of an operating permit.
What This Means For Expats
If you take evening Spanish classes, attend university events, work near a campus or rely on bus movement around student-heavy areas, expect schedule changes and more ride demand after dark.
This also matters for household planning. If someone in your home studies or works at night, the safe assumption is that the bus system may not be reliable after 19:00 until the dispute is resolved.
