300+ Families in El Valle's Lagunas del Sol Have Been Without Water Since Saturday

Three Days and Counting
More than 300 families in the Lagunas del Sol urbanization in El Valle — one of Cuenca's fastest-growing parishes — have been without running water since Saturday, March 7.
As of this writing, ETAPA EP, the municipal water and telecommunications utility, has not publicly explained the cause of the outage or provided an estimated restoration time.
Residents say they've received no official communication at all.
What We Know
- Who's affected: Over 300 families in the Lagunas del Sol urbanization, El Valle parish
- When it started: Saturday, March 7, 2026
- Who's responsible: ETAPA EP (Cuenca's public water utility)
- Cause: Not disclosed — no explanation from ETAPA as of publication
- Response: Residents requested ETAPA send a tanquero (water tanker truck) but reported receiving no response
Daily life has been severely disrupted. Cooking, cleaning, bathing — all the basics that require running water — have become logistical challenges for hundreds of homes in the development.
Why Expats Should Pay Attention
El Valle has become increasingly popular with expats in recent years, drawn by newer construction, more space, and lower prices compared to El Centro or El Ejido. Developments like Lagunas del Sol represent the kind of modern urbanization that many newcomers gravitate toward.
But this outage highlights an uncomfortable reality: infrastructure in Cuenca's expanding parishes doesn't always keep pace with development. Water pressure issues, sewage capacity, and road quality can lag years behind the new construction that depends on them.
If you're house-hunting in El Valle or other outlying parishes:
- Ask neighbors — not the real estate agent — about water reliability
- Check whether the development is connected to ETAPA's municipal system or relies on a private well or community water cooperative
- Ask about water pressure during peak hours (early morning, evening)
- Consider having a cisterna (underground water storage tank) installed — many homes in outlying areas have them as backup
What Should Happen Next
ETAPA EP needs to do three things, and they needed to do them on Saturday:
- Communicate the cause — residents deserve to know why the water stopped
- Provide a timeline for restoration
- Send tanqueros to affected families while the issue is being resolved
If you're a Lagunas del Sol resident and haven't filed a formal complaint, call ETAPA's service line at (07) 413-7000 or visit their offices at Benigno Malo 7-78 y Mariscal Sucre in El Centro. Formal complaints create a paper trail and force a response.
